Urban Groundwater – Policies and Institutions for Integrated Management

This paper present the benefits of urban groundwater use, and draws attention to some problems that groundwater can present for urban development. Piecemeal approaches can mean that ‘one person’s solution becomes another person’s problem’. It makes a case for groundwater to be integrated within a holistic approach to urban infrastructure planning and management. It should be an essential component of integrated water resources management for city regions. The lack of clear institutional responsibility and accountability for groundwater in urban and peri-urban areas is a barrier for good management of this important resource. Some approaches to addressing this situation are discussed and some successful experiences highlighted.
